Hello, I’m Greg, one of the moderators for this Forum. We received a question from one of our guests that is a common question you may have had yourself. I’ve paraphrased the question below and included Dr. Burr’s response because it is so important to help when you see an animal in need.
“Do you have any idea who I can contact about a dog that is tied out and barking all day”? He went on to explain that the dog was tied out every day and he had rescued the dog one day when she had gotten her leash tangled around a bush and was stuck in the sun with no water available. He has also offered the owners some fencing to allow her to have some freedom to roam in the yard, but they have not used it.
Dr. Burr’s response follows:
“I received your email about your concern for the safety and well being of a dog that is chained, apparently neglected and may be a significant disturbance to the area by the way the pet is not attended to. The proper route to take to address animal abuse & neglect concerns depends on your residence. Hayesville is in Clay county NC, and there is an animal control officer in the Health Dept. The Health Dept. phone # is 828 389 8053.
I would expect the officer upon learning of your concerns to do an on site investigation and hopefully provide some resolution.
